Palestinian Education Coalition, represented by Teacher Creativity Center concluded a training course entitled “Monitoring and Evaluation of education policies in Gaza Strip” with participation of a number of representatives from civil organizations, which continued for 3 days at Salam Abu-Hasera Restaurant in Gaza.


Palestinian Education Coalition project coordinator in Gaza, Majdoulin Al- talbani, said that the training aims to enable the role of civil society organizations about how to achieve social accountability towards effective popular control in education through focusing on the fourth goal of sustainable development which aims to ensure a fair, good, inclusive education for all, and enhancing  learning chances for all; In  light of national responsibility and the role of the Palestinian Education Coalition represented for group of civil society institutions seeking to influence  the educational system policies , and community culture, contributing in building a critical learning society calling for accountability for the sustainable development goals, and enhances the effective participation and role of civil society, and citizen in shaping the education policy, and strengthen the conviction of the importance to work on the participation of all segments of the society as well as the official bodies, to implement a system for anti-corruption, as an essential element like accountability, and oversight, and spread the values of integrity and transparency to become from the essential  of the society structure and Palestinian development work.

From his side the researcher of human rights, Professor Mohamed Srour, said that social accountability concept is relatively from the modern concepts for Palestinian civil society, which can be build upon and pressured through to implement national mechanisms for monitoring policies and ensure their effectiveness; in addition it’s a tool to measure and correct the actual practices of the executive authorities, and the effectiveness of the control devices in the country, especially after the obligations of Palestine after signing a number of contractual treaties, more than two years after accessing Palestine to these treaties, the state didn’t prepare initial reports about right to education status, according to the documents they signed.

The first day included a presentation about the importance of social accountability, the development of the concepts of participation and accountability, the fourth goal within 20\30 goals, the required role, the fourth goal indicators, the cultural and educational foundations for an effective social accountability, mechanisms of social accountability, what we want from social accountability?, the definition of expelling and attractive environment of social accountability, what are the key elements of social accountability?, does it limited to democratic societies?, how we can build an accountability system for education in the framework of achieving the fourth goal?, how can we build a monitoring standards on development of the indicators of the right for education, and the communication tools used in our institutions between effectiveness and impact.   

The second day focused on the role of the civil society in the process of social accountability, the development of social accountability tools, levels of social accountability, the implementation of social accountability tools (participatory budgets, citizen budgets, social assessment cards, citizen assessment card, the society radio, and Divan of Grievances).

The third day included the role of civil society, parallel reports, drafting of reports and what they include? , monitoring, evaluation, and follow-up role, complete the explanation of social accountability tools, and popular control tools (citizen charter, social auditing, listening sessions, and invisible visitor) an  practical exercise on implementing social accountability tools.

At the end of the training, Al-talbani confirmed on the importance of civil institutions role and intensification of its effort to achieve transparency, integrity, and control at all levels especially on education policies to achieve quality education, and high quality.

Its worth to mention that other workshops will be carried in the same context of this training in all governorates of Gaza strip, through Palestinian Education Coalition members, and with participation of NGO’s to raise awareness and promote social accountability culture and its impact on changing for better, achieve social justice, and Monitoring and evaluation of the educational system policies.
